Benefits

Paid Time Off (PTO)

BCRTA has a generous PTO policy that accrues based on hours worked during the pay period.  The PTO rate is also based on service years in OPERS.  If you have past service credit in OPERS, we’ll recognize it and you’ll earn even more! An employee with no prior service credit that works 40 hours per week earns 29 days of PTO in their first year. Employees are also permitted to “sell” or cash out unused PTO annually in November.

BCRTA offers a robust medical benefits plan to full-time employees at an affordable monthly premium for everyone. Really affordable!

In addition, BCRTA also offers vision, dental, and short-term disability benefits to full-time employees with or without medical coverage. All full-time employees receive life insurance and the opportunity to purchase additional coverage beyond the company sponsored plan.

Don’t need insurance? No problem! We offer an opt-out incentive for full-time employees who choose not to elect medical benefits.

Retirement

Ohio Public Employee Retirement System
Employees contribute 10% of their wages through payroll deduction and BCRTA matches that with a 14% employer contribution.

Ohio Deferred Compensation
Ohio Deferred Compensation is a supplemental retirement plan for all Ohio public employees. This program is voluntary for employees and is used as a supplemental retirement option.

Employee Assistance Program (EAP)

BCRTA offers an Employee Assistance Program (EAP) to our employees and their immediate family members.  EAP services are confidential and are provided at no additional cost to employees.  The EAP offers the following services: support and counseling, financial and legal assistance,  employee enrichment training, and career development.

Paid Commercial Driver License (CDL) Training

BCRTA provides CDL training for both the pre-trip inspection and driving portions of the exam.  A Class B CDL with passenger endorsement and air brake restriction removed allows to drive the larger class vehicles. Don’t have or want a CDL? That’s OK! We still need plenty of staff to drive our non-CDL minibuses and vans.

Miami University Work +

BCRTA encourages all team members to enhance their education and development through in-house training and courses offered by outside educational institutions.  BCRTA is a participant in the Miami University Work + Program that employs students working on a degree at one of Miami’s regional campuses.  These students are eligible to receive a tuition reimbursement from BCRTA of up to $6,200 per calendar year as long as all requirements have been satisfied. 

Employee Referral Program

BCRTA has an employee referral program that gives the employee that refers someone a bonus of $250 and 16 hours of PTO if their referred candidate remains employed by BCRTA for 90 days after their release from training. Join us and recruit your own team! There is no limit on the number of times an employee can receive the bonus. Just make sure the applicant places the current employee’s name on the application.

1. Operations Supervisor II

Location: Hamilton, OHDepartment: Type: Full Time

Position Overview: 

The Operations Supervisor II position is crucial to the smooth and efficient coordination of BCRTA services. These roles progressively develop in responsibility, with Operations Supervisor II growing from Operations Supervisor I responsibilities into a higher level of supervisory expectation.  

All supervisory levels involve troubleshooting operational issues, ensuring smooth communication between vehicle operators and clients, maintaining safety standards, and promoting excellent customer service. These roles may require working evenings, weekends, and handling emergency situations when necessary. 

Key Responsibilities by Level:  

Operations Supervisor II: 

  • Road Supervision: Capable of performing all road supervisor and driver responsibilities independently, including investigating accidents, administering safety protocols, and adjusting schedules in real-time. 

  • Staff Training: Conduct behind-the-wheel evaluations and retraining for vehicle operators. 

  • Disciplinary Action: Administer routine discipline under the direction of Operations Management. 

  • Performance Management: Conducts performance reviews for vehicle operators. 

  • Investigate operational and safety issues, recommending corrective actions. 

  • Manage daily operations with limited guidance, ensuring efficiency and safety in transit services. 

  • Must be able to execute all the requirements for Operations Supervisor I. 

  • Dispatch Operations: Operate base radio console to transmit and receive routine and emergency messages from bus operators, ensuring smooth communication. 

  • Customer Service (CSR): Respond to customer inquiries, provide information on transit services, and assist with trip scheduling. 

  • Scheduling & Rostering: Assist in preparing and managing daily schedules and operator manifests, including communicating changes. 

  • Road Supervision: Back-up support vehicle operators and clients during routine operations and emergencies. 

  • Enforce BCRTA policies and procedures for driver and radio conduct. 

  • Perform routine operational tasks as directed by management. 

General Responsibilities: 

  • Investigate accidents, coordinate emergency responses, and maintain communication with Transit Operations Management. 

  • Track and maintain accurate operational data, including logs, reports, and I-Reporter records. 

  • Adjust service routes and operations in response to emergencies or other operational challenges. 

  • Provide training and guidance to vehicle operators on safety and standard operating procedures. 

  • Promote a positive public image of BCRTA and strive to exceed customer expectations. 

Qualifications: 

Skills and Abilities: 

  • Strong scheduling, rostering, and operational oversight capabilities, with increasing independence across levels. 

  • Proficiency in dispatch operations and customer service, capable of resolving complex service-related issues. 

  • Ability to perform all road supervisor and driver responsibilities without guidance.

  • High School diploma or equivalent required. 

Licenses/Certifications: 

  • Class B CDL with passenger endorsement or the ability to obtain one.

2. Finance & Accounting Manager

JOB SUMMARY

Under the general direction of the Director of Finance & Administration, the Finance and Accounting Manager oversees all financial operations and ensures compliance with federal, state, and local regulations. This position maintains grant and project compliance, supervises financial transactions, and prepares timely and accurate reports. The role combines financial stewardship with regulatory oversight to support the strategic and operational objectives of the BCRTA. 

The Finance and Accounting Manager is a hands-on leader, responsible for supervising financial staff, enhancing systems for procurement and compliance, and collaborating cross-departmentally to maintain fiscal integrity and transparency. 

ESSENTIAL JOB FUNCTIONS: 

Financial Management & Reporting 

  • Oversees all accounting functions, including accounts payable, accounts receivable, general ledger, payroll, and fixed assets. 

  • Prepares monthly financial statements, annual audit schedules, and required federal, state, and local financial reports. 

  • Leads development, monitoring, and reporting of agency budgets in coordination with the Director of Finance. 

  • Ensures proper accounting and reporting of federal, state, and local grants, including National Transit Database reporting. 

  • Monitors financial discrepancies and resolves through analysis and reconciliation. 

  • Ensures agency compliance with the Medicaid Provider Agreement and all relevant ORC, OAC, and federal statutes. 

  • Maintains responsibility for payroll processing and leads activities in cooperation with the HR department. 

  • Leads annual audit process and executes annual Hinkle filings.s. 

Procurement & Compliance 

  • Cooperates with  procurement staff to maintain compliance with FTA, ODOT, state, and federal requirements. 

  • Supports competitive bidding processes (e.g., RFPs) and contract administration from issuance through completion. 

  • Maintains documentation for procurement and contract activities, including historical records and audit support. 

  • Develops and maintains procurement and compliance systems, forms, templates, and workflows in cooperation with procurement department and personnel. 

  • Supports process improvements for procurement velocity and regulatory adherence from the finance department. 

Grant & Project Compliance 

  • Collaborates on grant applications, reporting, and post-award grant management. 

  • Tracks projects in alignment with available funding and regulatory compliance. 

  • Coordinates with departments and external agencies (FTA, ODOT) to ensure complete and accurate grant documentation. 

  • Maintains and manages accurate and current financial records related to grants and federal reporting. 

  • Participates in and supports federal reporting processes including, but not limited to, National Transit Database and Disadvantaged Business Enterprises. 

Administrative Oversight & Communication 

  • Attends internal and external meetings on behalf of the Finance Department or Director. 

  • Trains, supervises, and supports finance team members and assists in the coordination of cross-departmental data reporting efforts.

3. Custodial Technician

Location: Hamilton, OHDepartment: MaintenanceType: Part Time

The Custodial Technician is responsible for keeping our facilities and bus stops clean. The Custodial Technician will work with the Vehicle and Facility Manager and/or Operations Manager to set the professional standard for BCRTA.  

Essential Job Functions:

  1. Performs routine upkeep to all BCRTA facilities, vehicles, and bus stops.
  2. Cleans and maintains standards for offices, common areas, buses, and bus stops. Duties include, but not limited to, vacuuming, trash disposal, dusting, and window cleaning.
  3. Coordinates vehicle cleaning with the Vehicle & Facility Maintenance Manager or Operations Manager.
  4. Completes facility and vehicle checklist schedules for cleaning as required.
  5. Maintains the garage with all federal, state, and local guidelines.
  6. Evaluates and stocks consumable materials.
  7. Works with department managers to maintain supply stock.
  8. Uses personal protective equipment (PPE) as required.
  9. Follows all BCRTA procedures and policy.
  10. Attends training events and meetings as assigned.
  11. Acts as a BCRTA ambassador, projects a positive attitude, and promotes superior customer service.
  12. Follows all BCRTA procedures and policies.

4. Diesel Mechanic Technician

Location: Hamilton, OHDepartment: MaintenanceType: Full Time

This position will work out of our Hamilton location Monday-Friday.

Essential Job Functions:

  • Provides maintenance service to all BCRTA vehicles utilizing preventative maintenance programs, diagnostic techniques, and federal, state, and local guidelines.
  • Maintains all safety equipment on each vehicle.
  • Coordinates vehicle maintenance with Operations Manager, Vehicle & Facility Maintenance.
  • Keeps an inventory of parts and supplies necessary to reduce vehicle downtime.
  • Organizes and cares for maintenance facility in accordance with all federal, state and local regulations and BCRTA policy.
  • Assists with the maintenance of all facilities owned and operated by BCRTA.
  • Is familiar with and follows established procedures for handling violent and disruptive incidents, passenger illness, and other emergencies.
  • Maintains training and is available to drive passengers as requested.
  • Reports all accidents immediately and submits a written report within twenty-four hours.  Attends court proceeding when necessary.
  • Collaborates with maintenance staff and all other departments to maintain efficient operations and clear communication.
  • Seeks to improve skills and maintain professional and industry knowledge.
  • Complies with all BCRTA and industry safety regulations and acts as a model employee for safety compliance.
  • Attends training events and meetings as assigned.
  • Fuels vehicles in accordance with BCRTA policy.
  • Acts as a BCRTA ambassador, projects a positive attitude, and promotes superior customer service.
  • Follows all BCRTA procedures and policies.
  • Completes vehicle and/or facility cleaning as required.         
  • Aides Manager, Vehicle & Facility Maintenance with special projects as directed.      
  • Refers operational and organizational issues to supervisor or operational management when appropriate.

5. Vehicle Operator - CDL

Location: Hamilton, OHDepartment: OperationsType: Part Time to Full Time

Our drivers work out of our Butler County, Ohio offices in Hamilton, Middletown, or Oxford.  All our driving positions start at $20.00 per hour with annual merit based raises. Already have transit experience or passenger transportation experience?  With verified proof of employment within the last 10 years, your starting pay could be as high as $24.60 per hour! We provide 14% retirement match, full medical, dental, and vision benefits, short term disability, life insurance, and up to 29 paid days off your first year!

You will drive our 35' coaches and 25 passenger cutaways. Our drivers work anywhere from 35 to 40+ hours per week with paid training.  We operate up to 23 hours per day, Monday through Sunday.  We have a schedule for you!

6. TABC Board of Directors

Location: Hamilton, OHDepartment: Transit Alliance of Butler CountyType: Volunteer

Do you love public transit?  Do you see a need for better transportation and more options in your community? Would you like to advocate for public transit in Butler County?  

The Transit Alliance of Butler County (TABC) is now accepting applications for seats on the Board of Directors. The Transit Alliance is a non-profit organization whose specific objective is advocating and increasing the availability of affordable transportation in Butler County.  

This is a volunteer position and Directors shall be of the age of majority in this state. Other qualifications for directors of this corporation shall be as follows: Individuals from public, non-profit, or private entities directly engaged in transportation coordination efforts in Butler County, Ohio who have the authority to represent their agencies in decisions regarding the use of agency resources to further the goals of the Butler County Transportation Authority.

It shall be the duty of the directors to: 

  •  Perform any and all duties imposed on them collectively or individually by law, by the Articles of Incorporation, and by these Code of Regulations; 
  •  Appoint and remove, employ and discharge, and, except as otherwise provided in these Code of Regulations, prescribe the duties and fix the compensation, if any, of all officers, agents, and employees of the corporation; 
  •  Supervise the project coordinator (or other such primary employee) who in turn supervises all other employees of the corporation to assure that their duties are performed properly

Any Board Member appointed to fill a vacancy shall be appointed only to serve the unexpired term.  Any appointed Board Member is eligible for reappointment.  The three-year term starts July 1.

The TABC meets four times per year at the Butler County Regional Transit Authority Hamilton Facility.
